MINUTES <br />Planning Commission <br />April 9, 1987 <br />Boosalis PUD Mr. Nick Boosalis appeared before the Council requesting approval <br />of a PUD for construction of a convenience store /gas station on <br />the corner of County Road C and Rice Street. Boosalis reported <br />that 2,400 square feet would be dedicated to the gas station/ <br />convenience store and an additional 10,000 square feet would <br />be constructed for a retail center. Plans also include a free- <br />standing restaurant on the site. <br />Timmons pointed out the congestion at this corner and asked if a <br />market plan was done for the site. <br />DeLonais pointed out the location of the Speedy Market down the <br />street, and the recent closing of a 7 -11 store further south on <br />Rice Street. <br />Boosalis reported that his firm has contacted about 400 different <br />users for the property, and the only interest expressed at this <br />time was a food and fuel interest. Boosalis presented the Commission <br />with a sketch plan for the site and reported that the development <br />would be a high - quality one. Boosalis also pointed out that the <br />market place has indicated that food and fuel would be a good use <br />of the property and obviously feels that another store can compete <br />at this location. <br />Timmons felt that this type of use would add to the congestion at <br />the corner. <br />Boosalis noted that only 2,400 square feet has been set aside for <br />the convenience store /gas station with 10,000 square feet for <br />other retail outlets. <br />Timmons asked if the convenience store /gas station could be eliminated <br />from the proposal. <br />Boosalis replied that this use was needed to draw other businesses <br />to the location. Boosalis noted that development is only possible <br />on the site in the foreseeable future with the inclusion of the <br />convenience store /gas station. <br />The Planner noted that the developers are interested in tax increment <br />financing to pay for public improvements on the site. <br />Herkenhoff asked if the two existing houses on the property would be <br />removed. <br />Boosalis replied that they would. Boosalis also noted that the <br />property involved extends to the sourthern boundary of the Rocky <br />Waite property. <br />Costa asked how many square feet were being proposed for the free- <br />standing restaurant. <br />Page 9 <br />
