MINUTES <br />Planning Commission <br />April 9, 1987 <br />Boosalis <br />PUD (Cont.) <br />The Planner replied that technically no the proposal could not be <br />denied for that reason. <br />Timmons felt that the developers could come up with something other <br />than a convenience store /gas station. <br />Boosalis did not feel that the proposal would increase traffic <br />in the area, the convenience store /gas station would just attract <br />some of the traffic already going by to stop in. Boosalis also <br />noted that there is already a traffic light at the intersection. <br />Boosalis also indicated that if the convenience store /gas station <br />is not approved, they will not be able to develop the site. <br />Costas asked if the developers will be asking for tax increment <br />financing. <br />Boosalis replied that they will be asking for an indication from <br />the Council on this matter. The developers are not planning on <br />the financing, but it would make the development more probable. <br />The developers would try to develop the site without the financing. <br />Timmons asked if a very nice restaurant would be feasible on the <br />site. <br />Boosalis again stated that the indication from the marketplace is <br />for a convenience store /gas station. The developers have tried <br />to attract other types of tenants as other tenants generate higher <br />rents. <br />Boosalis asked for concept approval subject to the issue of curb <br />cuts being resolved. <br />Timmons again stated that the proposal would add too much additional <br />congestion to the corner, as well as adversely effect existing <br />businesses on Rice Street. <br />Costa noted that the developer would like to develop on this <br />corner because of the amounts of traffic volumes. <br />DeLonais felt there were enough convenience stores /gas stations on <br />Rice Street, but felt that if the issue of the curb cuts are resolved, <br />the developer should be allowed to take the chance if that is his <br />desire. <br />Timmons recommended denial of the concept plan submitted by Mr. <br />Boosalis for PUD based on the fact that curb cuts are unsatisfactory <br />and not in compliance with the curb cuts thought necessary, that <br />the traffic situation needs to be addressed further as there is <br />too much congestion for the intersection of Rice Street and <br />County Road C. <br />Motion seconded by Mr. Herkenhoff. <br />Page .11. <br />
