MINUTES <br />Planning Commission <br />April 9, 1987 <br />Scalze also reported that the School District recently contacted <br />the City about the purchase of Spooner Park, along with the request <br />that the City assist in the construction of a gymnasium on to the <br />Little Canada Elementary School. The Council at that point put <br />together a Committee of members of the Park Commission and Recreation <br />Association as well as Rick Collova to consider the participation <br />in the gym construction. The recommendation of that Committee was <br />that the City not participate in the gym addition as there are other <br />gym facilities available in the City, but that the City concentrate <br />on the acqusition of park property to ensure the present and future <br />needs of the City. Scalze reported that the whole situation <br />progressed very rapidly. <br />Scalze also reported that the City is pursuing a Lawcon grant <br />for the purchase of Spooner Park and the property is in the <br />process of being surveyed so that an appraisal can be done for <br />submission with the grant application. <br />Timmons felt that when the Council put together a Committee to <br />study the gymnasium issue, it could have asked for a representative <br />of the Planning Commission. <br />Scalze noted that the Committee was formed from groups that may <br />have the funding available to participate in the construction of <br />the facility. <br />Scalze also noted that the Park Commission reviews the minutes <br />of the Council and Planning Commission and makes recommendations <br />on matters it feels it should be involved in. <br />Davison pointed out that the reason the Planning Commission <br />includes such natters in its minutes is so it will get a <br />response. <br />The next issue Mrs. Scalze raised was that of City employees <br />being members of the Park Commission. Scalze reported that in <br />1973 the City Council appointed the Recreation Director to the <br />Park Commission. At that time the Recreation Director served <br />on the Planning Commission as well. <br />DeLonais pointed out that this issue was recently discussed at <br />St. John's Church, and By -Laws were amended so that an employee <br />of the Church could not serve on the Church's Councils. For <br />example, if a teacher served on the School Board, the teacher <br />could be placed in a position over the principal to whom that <br />teacher would report. DeLonais felt that the same conflict of <br />interest could exist in the City. <br />Scalze pointed out that the City ordinances only require a person <br />to live in the City in order to be appointed to a Commission. <br />Page -15 <br />
