Little Canada /Sherman - Boosalis <br />April 2, 1987 <br />Page Six <br />Phasing: <br />As the developer has no firm plans for the north portion of the <br />property, it is recommended that the P.U.D. be developed in phases. <br />Phase I would include the bulk of the illustrated development <br />as shown on Exhibit F. Phase II would be the area of the potential <br />convenience restaurant, and Phase III would be the undeveloped <br />portion of the project. An option would be to subdivide the <br />undeveloped portion off from the Phase I and II areas and exclude <br />it from the P.U.D. It could then develop independently in the <br />future or could be added to the current development through a <br />P.U.D. amendment. This would also have advantages by excluding <br />it from the tax increment district, if one is approved. <br />Signs: <br />All signs for the development must be reviewed at staff level <br />for conformance to the City Sign Ordinance. The sign plan should <br />be submitted for review prior to the granting of building permits. <br />RECOMMENDATION <br />The proposed development provides opportunity for the City to <br />see a longstanding blighted parcel improved with a high quality, <br />commercial development. The development is viewed positively <br />in concept, with some modification and addition. We recommend <br />of the Conditional Use Permit for a concept stage Planned <br />Unit development, a Subdivision (lot combination), and a Conditional <br />Use Permit for a convenience gas /grocery subject to the following <br />conditions: <br />s Compliance with the C.U.P. conditions of Section 912.040.C. <br />• Service and loading areas are provided in accordance with <br />this report. <br />Refuse container is provided. <br />Circulation is revised to eliminate the northern most curb <br />cut. <br />Documentation of an access easement from Dr. Kreinke is <br />provided. <br />Grading and drainage plans are provided and approved. <br />o Landscape, fence; and screening plans are provided and approved. <br />Page 64 <br />
