One <br />note is that an easement is to be secured for rear access <br />to the building from the veterinary hospital. This is proposed <br />to be a shared access drive which is a positive proposal, <br />however proof of the easement must be provided. A second <br />note concerns Rice Street access. The number of curb cuts <br />should be reduced to two. We would recommend closing the <br />northernmost access. This would have additional benefits <br />in terms of segregating the drive thru aisle of the potential <br />fast food restaurant, which is currently in an unacceptable <br />arrangement. <br />• Storage Area. The developer mentions that the lower level <br />may be utilized for storage accessory to the upper level <br />tenants. Access would be from the rear, as mentioned previously, <br />via the shared driveway. Twenty -four parking spaces are <br />supplied to service this space, exceeding the 19 spaces required <br />by Ordinance for storage accessory to retail uses. If the <br />use is ever proposed to change, the parking would have to <br />be reevaluated and a P.U.D. amendment processed. <br />Other Notes Include: <br />Grading Plan. A site grading and drainage plan should be <br />required for review by the City Engineer. <br />Landscape Plan. A landscape plan is required to be submitted <br />for review by City staff. This plan must be accompanied <br />by an estimate from a landscape contractor and a bond for 1, <br />125 percent of that amount to assure implementation. The <br />plan must show all landscape notes and details including <br />plant materials and fencing and screening locations and details. <br />This land should be submitted prior to final P.U.D. Development <br />Stage approval <br />Survey. The applicant should supply a registered land survey <br />in the form of a final plat as an exhibit to the P.U.D. agreement. <br />Tax Increment Financing: <br />The developer has requested City assistance in the form of tax <br />increment financing.
