Little Canada /Thunder Bay Estates 2nd Addn. <br />April 2, 1987 <br />Page Two <br />In any case, this work would be underway just 10 feet from the <br />house itself. <br />Issue number 2 is important at this time as failure to address <br />it will result in the same situation in the future, that is, <br />a narrow street right -of -way with non - conforming setbacks, an <br />additional intersection at LaBore Road and another cul -de -sac <br />of 700 feet. The reality of these parcels is that none of them <br />will develop further until the laYgest parcel (Melanson) agrees <br />to develop also. As a result, our office has prepared an alternative <br />concept for the remainder of the area which addresses each of <br />these issues. The implementation of the plan is contingent upon <br />the participation of the Melanson property, which at this time <br />is uncertain. This proposal allows access to all property with <br />a single intersection at LaBore, maintaining all required setbacks <br />and right -of -way widths, avoids any cul -de -sacs, and varies the <br />linear street pattern predominant in the area, as well as accomplishing <br />a 90 degree intersection at LaBore which is the most desirable <br />situation. It further avoids placing a street too close to a <br />property which is not participating in the plat. <br />SUMMARY <br />As mentioned, this proposal requires the participation of the <br />Melanson property to occur. If the City feels that the Frattalone <br />proposal is acceptable, the following requirements should be <br />made a part of the approval: <br />• Grading and drainage plans are submitted and approved <br />by the City Engineer. <br />• Utility plans are submitted and approved by the City Engineer. <br />• A development contract is prepared and signed prior to <br />final plat approval. <br />• Park dedication fees are established by the Park Commission <br />and paid prior to final platting. <br />• Any other recommendations of the City Attorney. and City <br />Engineer. <br />cc: Joseph Chlebeck <br />Tom Sweeney <br />Don Carley <br />John Palacio <br />Roger Glanzer <br />Frank Frattalone <br />Page 87 <br />
