PLANNING REPORT <br />northwest Essociated consultants, inc. <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: April 2, 1987 <br />RE: Thunder Bay Second Addition- Preliminary Plat <br />FILE NO: 758.09 - 86.15 <br />BACKGROUND <br />APR 6 1987 <br />CITY OF <br />LITTLE CANADA <br />In May of 1986, the city council granted concept approval to <br />Frank Frattalone for the Thunder Bay Estates Second Addition. <br />This is the last remaining major portion of the Allen Avenue <br />area which as yet is unplatted. Exhibit A illustrates the area <br />location and Exhibit B shows the Allen Avenue area as currently <br />platted. Since concept approval was given, nothing more has <br />been done on the plat until now, with the application for Preliminary <br />Plat approval. <br />ANALYSIS <br />While the general layout of the plat is similar in concept, certain <br />issues remain unchanged from the original proposal. There would <br />include (1) the narrowing of the street right -of -way to 40 feet <br />near LaBore Road, (2) potential development of the larger parcels <br />to the east, (3) proximity of the new road to the Wright property <br />and house at the northwest quadrant of LaBore and the proposed <br />street, and (4) location of the new road in relation to the houses <br />on the south side of LaBore. <br />Issues 1 and 3 are related in that a number of potential problems <br />could be foreseen with a 30 foot street and a 40 foot right -of- <br />way flanked on each side by houses some 60 feet apart). Included <br />would be a lack of snow storage in the boulevard area, and a <br />lack of sufficient area in which to perform maintenance work <br />on the street and utilities in the area. Such work could result <br />in the necessity of closing the street temporarily, or acquisition <br />of temporary easements adjacent to the street to perform such <br />work.
