Bids shall <br />be directed to the City Clerk, securely sealed and endorsed <br />upon the outside wrapper of a brief statement for which the <br />bid is made. <br />The City Council reserves the right to reject any and all <br />bids and waive irregularities and informalities therein and <br />further reserves the right to award the contract in the <br />best interest of the City. <br />=Joseph G.
