GUIDELINES FOR SUBMITTING PROPOSED CDBG PROJECTS <br />1. Describe how does the project meets one or more of the three national HUD <br />criteria? <br />a) Activities which benefit low and moderate income households. <br />b) Activities which aid in the prevention or elimination of slum or blight. <br />c) Activities designed to meet community development needs having a <br />particular urgency. <br />2. Document the need for the project. <br />a) Describe the impact the project will have upon the need(s) identified. <br />3. Describe the investment the community is making in the project? <br />(Communities are asked to show a hard dollar match of fifty percent. Requests <br />should normally be limited to $250,000 of CDBG funds. If it is not possible to <br />meet the full hard dollar match or you believe a greater amount of CDBG monies <br />are needed for the project, please include an explanation regarding this <br />need.) <br />EXAMPLE: Community A has a developer who wishes to put up a small retail <br />complex. The developer plans to spend $1,000,000. The project will offer at <br />least 20 entry level full and part time jobs. Community A need $100,000 to <br />purchase and clear the land for the project. The hard dollar match is more <br />than met with the developer's money. <br />EXAMPLE: Community B has identified a need for senior rental housing. A <br />developer has been tentatively selected who can demonstrate financing is <br />available to build the project. now. The City would like to acquire the <br />property for $500,000 but has only $300,000 available to do so. They are <br />requesting $200,000 from CDBG funds. The City has attached an explanation <br />regarding their planning for this project. <br />4. Describe the community planning process which led to the decision to submit <br />the project. <br />a) Has there been a city or township review? <br />b) Is there a need for a zoning change or variance? <br />c) Is the project compatible with all local and state codes? <br />d) Has an environmental review been conducted and /or an environmental <br />impact study needed? <br />e) Are other governmental agency reviews needed or appropriate? <br />f) Is this project an emergency with imminent health or safety threats? <br />g) Is this a mandated activity? Please describe what is needed and how this <br />is to be accomplished for each of the above items 4a -g. <br />5. Who initiated the project - citizen group, private developer, another <br />governmental agency? <br />6. Prepare a total budget for the project. <br />a) Identify all sources of funding and all costs. <br />b) Include documentation that confirms estimated construction costs using <br />Davis -Bacon requirements, design costs, administrative and monitoring <br />expenditures. Detail how the soft dollar costs will be met. <br />c) For all sources of funding, document their availability. <br />7. What other sources of funding has the community considered for this project? <br />Are there other Federal or State agencies contributing to or have been asked <br />to contribute towards the project? If other public monies are involved, <br />explain specifically how these monies will be used.
