Allan <br />noted that the topography of the property falls off, and extending the cul- <br />de-sac would likely drop that cul-de-sac. Soby noted that detailed <br />engineering has not been done at this time, so he was not sure of the <br />impact that the topography would have on a cul-de-sac extension. <br />Montour stated that the concept proposed was a vast improvement from <br />the 41-unit detached townhome concept proposed earlier. Montour stated <br />that his concern was where the proposed road would meet LaBore Road, <br />noting that LaBore Road curves in this area. Montour felt that a traffic <br />engineer should evaluation that issue. <br />Keis agreed that there is a curve, but felt that the existing bushes blocked <br />views. Removal of those bushes would provide a wider field of vision. <br />Blesener asked about the triangular portion of the property that is located <br />in Maplewood. He suggested that given Maplewood owns a good share of <br />the surrounding property, that Lauren Development should donate the <br />property to Maplewood for open space. Blesener felt the concept was a <br />reasonable one provided the two outstanding issues could be resolved. <br />Keis pointed out that resolution of the two issues could result in fewer lots. <br />Keis stated that given there is no hardship, he would not support a <br />Variance to extend the cul-de-sac length. Allan indicated that reducing <br />the number of lots by one may resolve the outstanding issues. <br />Soby agreed that the layout would change in providing for future <br />connections. <br />Keis asked if there was a maximum setback for single-family homes. The <br />City Planner replied that there is a minimum front yard setback, but not a <br />maximum. <br />John and Jolene Gores, 2870 Arcade Street, appeared before the Council <br />and indicated that the concept proposed this evening is a vast <br />improvement fi•om the earlier concept. Gores indicated that there concern <br />is with water, and pointed out that their house is surrounded by wetland. <br />This wetland area was purchased by the City of Maplewood to preserve it <br />as open space. Gores pointed out that their house is south of the proposed <br />pond, and noted that the pond is proposed to be located on the side of a <br />hill. Gores stated that they want it known that they have significant <br />concerns about flooding as well as water quality. Gores pointed out that <br />they have a well and septic system since utilities carmot be brought to their <br />home. Gores felt pushing the cul-de-sac further south would create more <br />10 <br />
