Gores felt that there had to be a plan <br />in place for the water that leaves those ponds. <br />The City Engineer noted that this is a concept only and no storm water <br />calculations have been done. Storm water ponds are required for water <br />quality treatment. The Engineer noted that the development cannot <br />change existing drainage patterns nor increase run-off from the property. <br />Keis encourage the surrounding property owners to stay involved as this <br />development progresses through the approval process. He pointed out that <br />once the concept moves to Preliminary Plat, the City Engineer will get <br />involved. Keis recommended that property owners keep their voices <br />heard and protect their properties. Blesener noted that once engineering <br />work begins, it may be determined that it is not feasible to place the ponds <br />in the locations shown on the concept. Allan also pointed out that the <br />Watershed will also be involved. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Montour, seconded by Allan, the public hearing was <br />closed. <br />The City Planner noted that this is concept review. If the developer <br />significantly changes the concept based on the comments received, the <br />developer can submit another concept or go right to Preliminary Plat <br />review. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-12-294 -APPROVING THE CONCEPT <br />REVIEW FOR RICHIE PLACE SUBJECT TO ALL COMMENTS, <br />SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS <br />OF THE CITYPLANNER RELATIVE TO SETBACK FOR LOTS 7, 8, <br />AND 9, AS WELL AS CONNECTIONS TO THE PROPERTIES TO <br />THE EAST AND WEST, AND SUBJECT TO ALL CITY ORDINANCE <br />REQUIREMENTS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0).
