MINUTES CITY COUNCIL DECEMBER 20, 2006 drainage problems for his property. Gores felt that there had to be a plan in place for the water that leaves those ponds. The City Engineer noted that this is a concept only and no storm water calculations have been done. Storm water ponds are required for water quality treatment. The Engineer noted that the development cannot change existing drainage patterns nor increase run-off from the property. Keis encourage the surrounding property owners to stay involved as this development progresses through the approval process. He pointed out that once the concept moves to Preliminary Plat, the City Engineer will get involved. Keis recommended that property owners keep their voices heard and protect their properties. Blesener noted that once engineering work begins, it may be determined that it is not feasible to place the ponds in the locations shown on the concept. Allan also pointed out that the Watershed will also be involved. There was no one else present from the general public wishing to comment on this matter. Upon motion by Montour, seconded by Allan, the public hearing was closed. The City Planner noted that this is concept review. If the developer significantly changes the concept based on the comments received, the developer can submit another concept or go right to Preliminary Plat review. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2006-12-294 -APPROVING THE CONCEPT REVIEW FOR RICHIE PLACE SUBJECT TO ALL COMMENTS, SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITYPLANNER RELATIVE TO SETBACK FOR LOTS 7, 8, AND 9, AS WELL AS CONNECTIONS TO THE PROPERTIES TO THE EAST AND WEST, AND SUBJECT TO ALL CITY ORDINANCE REQUIREMENTS The foregoing resolution was duly seconded by Montour. Ayes (4). Nays (0). Resolution declared adopted. 11
