MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />Blesener acknowledged receipt of Weisman's application for the Council <br />vacancy, but indicated that it would not be fair to other candidates for Mr. <br />Weisman to air his view at this forum. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-12-302 -DECLARING THAT THE <br />COUNCIL VACANCY WILL BE FILLED BYANAPPOINTMENT <br />PROCESS UNTIL A SPECIAL ELECTION CAN BE HELD AT THE <br />NOVEMBER, 2008 GENERAL ELECTION, WITH THE PROCESS <br />OUTLINED BELOW: <br />*THE VACANCY WILL BE ADVERTISED WITH APPLICATIONS <br />TAKEN THROUGH FRIDAY, JANUARY 5, 2007 AT 4:30 P.M.; <br />*APPLICATIONS WILL BE SUBMITTED TO THE CITY COUNCIL <br />FOR RANKING VIA A RANKING SYSTEM DETERMINED BY THE <br />CITYADMINISTRATOR; <br />*THE TOP THREE OR FOUR (PREFERABLY THREE) <br />CANDIDATES WILL BE INTERVIEWED BY THE CITY COUNCIL <br />AT A SPECIAL MEETING HELD WEDNESDAY, JANUARY 17, 2007 <br />WITH AN APPOINTMENT TO BE MADE THAT EVENING; <br />*IN THE CASE OF A TIE VOTE, THE MAYOR WILL MAKE THE <br />APPOINTMENT; <br />*THE NEWLYAPPOINTED COUNCIL MEMBER WILL THEN BE <br />SWORE INAT THE JANUARY 24, 2007 REGULAR COUNCIL <br />MEETING <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PLANNING Mayor Blesener noted that there are two vacancies on the Planning <br />COMMISSION Commission commencing January 1, 2007. Incumbent Jon Hall has <br />APPOINTMENT applied for reappointment to a three year term, while incumbent Gary <br />Rheaume has not. Blesener thanked Rheaume for his dedicated work on <br />the Planning Commission. <br />The City Administrator reported that he and the Plamring Commission <br />Chair and Vice Clrair met with the applicants to the Commission, except <br />for one who could not make it.
