MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />Montour noted that in 2004 the estimated cost of a special election was <br />$3,500. The City Clerk stated that that cost estimate would be slightly <br />higher in 2007 based on inflationary increases. <br />Blesener stated that he was comfortable with following State Law, and <br />filling the Council vacancy by appointment until a special election could <br />be held at the City's next regular election in November of 2008. The City <br />Administrator suggested that the vacancy be advertised with applications <br />taken unti14:30 p.m. on Friday, January 5, 2007. The Council would then <br />rate the applications, and the top 3 or 4 candidates could be interviewed at <br />a special meeting on Jaamary 17, 2007. An appoinhnent would then be <br />made, and the newly appointed Council Member would begin serving at <br />the January 24, 2007 Regular Council meeting. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-12-301- DECLARING A VACANCY IN <br />THE OFFICE OF COUNCIL MEMBER FOR THE FOUR YEAR <br />TERM COMMENCING JANUARY 1, 2007 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Tom Kehoe, Edgerton Street, noted that R. Elvy Day was the runner-up <br />candidate in the recent Council election. Kehoe indicated that the voters <br />have spoken and suggested that rather than go through an <br />application interview process, that Ms. Day be appointed to fill the <br />Council vacancy. <br />Blesener stated that appointing Ms. Day is an option, but noted that the <br />voters have spoken in electing Jim LaValle to the Council seat. Blesener <br />also noted that had Mr. LaValle not filed for re-election, there may have <br />been other people filing for the Council set at the November election. <br />Therefore, he felt it was in the City's best interests to go through the <br />application/interview process. <br />Eric Weisman submitted his application for the Cowicil vacancy. <br />Weisman stated that Little Canada like other cities is facing a desperate <br />situation due to global warming and an enviromnental crisis. Weisman <br />indicated that Little Canada needs to plan for dealing with this crisis. <br />17 <br />
