MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />COMMISSION, AND SUBJECT TO MR. FRATTALONE DOING <br />ADDITIONAL LANDSCAPING AND SCREENING FROM THE <br />BLACKTERN OFFICE PARK PROPERTY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PRELIMINARY Blesener opened the public hearing to consider a Preliminary Plat for <br />PLAT - Canadian Woods consisting of eight (8) single-family lots as well as <br />CANADIAN a Variance for cul-de-sac length exceeding the 500 foot maximum <br />WOODS allowed by Code. Blesener noted that the City Engineer, City Plauner, <br />Planning Commission, and Parks & Recreation Commission have <br />recommended approval subject to conditions. <br />The City Engineer reported that the Canadian Woods developer has <br />submitted the aerial photography which shows the overflow path of the <br />natural drainage route through adjacent properties. The Engineer <br />described this path in detail. Blesener asked if the Canadian Woods <br />development would add more water to the adjacent area. The City <br />Engineer reported that as a result of the development and the proposed <br />pond, there will be less water coming off the site. The drainage for the <br />plan is designed to handle up to a 100-year storm. However, in storm <br />events exceeding a 100-year storm, there will be more runoff coming from <br />this site. Blesener asked if the plat meets the City's storm water <br />requirements. The Engineer replied that it did. <br />Blesener noted that the Parks Commission has recommended that a <br />portion of Outlot B be accepted as a park charge for the purposes of future <br />trail usage. Blesener noted the concern with access to Outlot B until the <br />remainder of the trail connection can be made. The City Planner reported <br />that the City can plat the Outlot B area as an outlot while providing <br />easement access to get to this outlot for maintenance purposes before the <br />entire trail connection can be made. Blesener noted That the City will be <br />getting an easement to access up to and around the pond area. That <br />easement could be extended to provide access to Outlot B. <br />Pat Johnson, developer of Canadian Woods, reported that there abutting <br />Maplewood property owners have expressed interest in purchasing Outlot <br />B, and he had agreed on a purchase price with them. Johnson stated that <br />his preference would be to sell this land to the Maplewood property <br />owners. Dave Kielsa, 3043 Walter Street, indicated that they would like <br />to purchase the outlot and retain it as a natural area. Kielsa indicated that <br />
