MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />asked if these trailers could be moved further back into the property so <br />they are not so visible. Frattalone replied that the trailers are off-site <br />during the summer months; however, his yard is full in the winter. <br />Frattalone stated that he could not move the trailers further into the site, <br />but would be willing to plant some trees to screen and buffer the view of <br />the trailers. He also suggested the addition of a retaining wall with trees <br />planted on the top of the wall. Frattalone noted that he did relocate some <br />trailers that he had parked closer to Rice Street. Frattalone indicated that <br />he would work on this northwest corner of the property to provide <br />additional screening and buffering from Blacktern Office Park. <br />Frattalone indicated that he has had some substantial theft losses from his <br />yard and asked if he could have on-site security at his businesses. <br />Frattalone indicated that he would have one security person at each <br />location and would not have the 5 or 6 individuals on site as he had this <br />summer. Keis indicated that uo one should be living on the sites without <br />the property sanitary facilities. Frattalone indicated that he would ensure <br />that the proper sewer and water improvements are made. Keis asked if the <br />zoning were property to allow for on-site security. The City Planner noted <br />that the property is zoned PUD which provides the Council a lot of <br />flexibility. Blesener suggested that Frattalone work with City staff on the <br />issue of security. <br />Keis asked about truck traffic onto Rice Street. Frattalone reported that <br />they have a "no left turn" sign in place. Frattalone indicated that large <br />equipment exits the site via right-turn only. Small pick-up trucks may, on <br />occasion, turn left. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by Allan, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-I2-292 -APPROVING THE REZONING OF <br />THE FRATTALONE RICE STREET SITE AS WELL AS RAILROAD <br />PROPERTY FRATTALONE PURCHASED TO PLANNED UNIT <br />DEVELOPMENT (PUD), APPROVING THE AMENDMENT TO <br />PLANNED UNIT DEVELOPMENT PERMIT AS WELL AS THE <br />COMPREHENSIVE SIGN PLAN SUBJECT TO COMPLIANCE <br />WITH THE RECOMMENDATIONS OF THE CITY PLANNER AS <br />OUTLINED IN HIS REPORT DATED NOVEMBER 3, 2006, <br />SUBJECT TO THE RECOMMENDATIONS OF THE PLANNING <br />
