Because of the various shapes and sizes of the tracts, a normal assessment based on frontage does not appear to be fair. We have therefore proposed an area assessment. Since the benefits vary also according to the type of improvement such as sanitary sewer, storm sewer and etc., we are including a set of four maps showing the area served by each type of improvement. The first page shows a breakdown of estimated costs, including the incomplete watermain and the looped watermain. We have also prorated the cost of easements using either system. The second page shows the estimated assessments per acre using both watermain networks. The next four pages show the areas served by sanitary sewer and street improvements. You will also note that the storm sewer map shows the calculated area of each tract. The final page shows the four improvements with a slightly different route.
