PLANNING REPORT <br />TO: <br />FROM: Michelle Hren <br />DATE: 1 July 1987 <br />RE: St. John's Credit Union - CUP and Variance <br />FILE NO: 758.09 - 87.42 <br />northwest associ8ted consultants, inc. <br />Little Canada Planning Commission <br />Wag <br />JUL 6 1987 <br />CITY OF <br />UflL` =CA DA <br />BACKGROUND <br />St. John's Credit Union of 400 East Little Canada Road has submitted an application <br />for two conditional use permits and a variance. The conditional use permits (CUP) <br />are required for the mixed residential and commercial use and one CUP to allow an <br />office in an R -B, Residential Business District and the variance is being requested <br />from the performance standards. A third CUP is required for off -site parking. <br />Parking is currently available on tract A, (City property), which is adjacent <br />to the lot in question. A rezoing of this property from B -3, General Business <br />District, to R -B,- Residential Business District was approved at the 9 June 1987 <br />Planning Commission meeting. <br />ANALYSIS <br />St. John's is proposing to build a 34'x 20' or 680 square foot addition to the rear <br />of the existing building. The professional office use of the site is currently <br />combined with a non - conforming residential unit in the same building. As a result <br />of the non - conforming use, the expansion could not proceed. Therefore, the rezoning <br />to accommodate the commercial /residential mix and allow an expansion of the structure. <br />According to the Zoning Ordinance Section 909.040.8., a professional office building <br />is a conditional use in the R -B District. Section 909.040 E. states a building <br />combining residential and non - residential uses are allowed as a conditional use also. <br />One of the stipulations for approval of a CUP is compliance with all performance <br />standards, so a variance would be further required for relief from this condition. <br />According to section 903.050.J.1. any off -site parking which is used to meet <br />the requirements shall be a conditional use. This CUP must be filed with the <br />City prior to approval of the permits for expansion.
