The professional office use of the site is <br />currently combined with a non - conforming residential unit in the same building. <br />The rezoning request is apparently intended to accommodate the commercial /residential <br />mix and allow an expansion of the structure. As a result of the non - conforming use, <br />the expansion could not proceed. <br />ANALYSIS <br />This application raises a number of issues. The appropriateness of the R -B zoning <br />designation must be considered as well as the overall performance standard compliance <br />issues on the site. The Comprehensive Plan, which governs rezoning questions, en- <br />courages limited office development in the district, as well as additional housing <br />opportunity. In addition the site is not a typical commercial site. As well, consid- <br />eration of surrounding land uses, predominantly public and other R -B district property, <br />would indicate that the site is, in fact, an appropriate R -B area. <br />The site itself raises other issues however. The existing structure, if rezoned, would <br />be non - conforming to front setback, side yard setback, lot width and lot area.
