Minutes <br />Text <br />Amendment <br />Day Care <br />Centers <br />MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />June 11, 1987 <br />Pursuant to due call and notice thereof a regular meeting of the <br />Planning Commission of the City of Little Canada, Minnesota was <br />held on the llth day of June, 1987 in the Council Chambers of the <br />City Center located at 515 Little Canada Road in said City. <br />Vice Chairman Gene DeLonais called the meeting to order at 7:35 P.M. <br />and the following members were present at roll call: <br />MEMBERS PRESENT: Gene DeLonais, Vice Chairman <br />Bill Davison <br />Art Herkenhoff <br />Peggy Schweizer <br />Sharon Timmons <br />MEMBERS ABSENT: <br />ALSO PRESENT: <br />Peter Costa, Chairman <br />Thomas Perlinger <br />Steve Grittman, City Planner <br />Kathleen Glanzer, Recording Secretary <br />Timmons recommended approval of the minutes of the meeting of May <br />14, 1987. <br />Motion seconded by Herkenhoff. <br />Motion carried 5 - 0. <br />The Planner submitted a proposed text amendment which provides for <br />day care centers as a conditional use in B -3 areas. The Planner <br />noted that under current ordinance day care centers are allowed as <br />accessory uses in R -1 districts as special home occupations. However, <br />there is a trend toward group day care facilities in commercial areas, <br />and the ordinance does not address this use at this time. <br />Herkenhoff asked if there would be safety concerns with having day <br />care centers in commercial areas. <br />The Planner noted that it is positive to have day care centers in <br />commercial districts and pointed out the traffic these centers can <br />generate. Also, there are State and County regulations that day <br />care centers must meet with regard to fencing and screening. The <br />Planner also pointed out that under the conditional use permit process, <br />the City would have the opportunity to review a proposal and impose <br />whatever requirements it feels necessary to resolve site concerns. <br />Bill Davison recommended approval of the proposed text amendment adding <br />day care centers as conditional uses in B -3 areas as proposed by the <br />City Planner. <br />Page 1 <br />
