MINUTES <br />Planning Commission <br />June 11, 1987 <br />Day Care <br />Centers <br />(Cont.) <br />Rezoning <br />St. John's <br />Credit <br />Union <br />Motion seconded by Mrs. Timmons. <br />Motion carried 5 - 0. <br />Mr. Bob DeBace appeared before the Commission representing St. John's <br />Credit Union in their request for rezoning of their property from <br />B -3 to RB. DeBace explained that the credit union would like to put <br />an addition on to their building, and since it is considered non- <br />conforming under its current zoning, would like to request the rezoning <br />to RB. <br />DeBace also explained the problems involved with the expansion in that <br />there are residential renters in the bottom portion of the building <br />who have a two -year lease. The Building Inspector has suggested that <br />during the expansion, these renters vacate the premises. However, <br />the credit union would like them to remain as they like the idea of <br />having someone on the premises during evening hours. <br />Timmons asked what the expansion would look like. <br />DeBace explained that the exterior would match the existing building, <br />however, the interior of the building would be remodeled. <br />Timmons asked if the number of employees would be increased. <br />DeBace replied that there are no plans to increase employees at this <br />time, however, did not know what would happen in the future. <br />Timmons asked who owns the parking lot in front of the credit union. <br />DeBace replied that the City owns the parking lot. <br />The City Planner reported that RB zoning is appropriate for the site <br />and the rezoning would comply with the City's Comprehensive Plan. <br />However, there are a number of site problems and a conditional use <br />permit and variances would be required for the expansion. <br />Timmons asked if a precedent would be set in this instance. <br />The Planner reported that he has not evaluated the appropriateness of <br />the variances that would be required, but pointed out that the property <br />is a lot of record and some of the variances could be appropriate. <br />A site plan for the expansion will be necessary to evaluate variances, <br />parking, etc. The Planner explained that if the Commission approves <br />the rezoning, the applicant will have to come in and apply for a <br />conditional use permit and variances, and then an evaluation of the <br />proposal will be made. <br />Timmons pointed out that the issue before the Commission tonight is <br />that of the rezoning. Timmons felt the rezoning was appropriate as <br />was pointed out by the Planner. However, since a number of items have <br />to be reviewed, an approval of a rezoning should not be an indication <br />that the expansion proposal will be approved. <br />Page 2 <br />
