MINUTES <br />Planning Commission <br />May 14, 1987 <br />Larry Lee <br />Adjourn <br />Bob DeBace reported that at one time the City planned to build a <br />water tower in the area, but soil tests showed that soils were <br />poor for a water tower. DeBace agreed that there are isolated <br />areas of poor soil on this property, but felt that overall the <br />soil conditions were acceptable. <br />Costa did not feel that the City would be able to purchase the <br />property at the $10,000 to $12,000 per acre that they are anticipating. <br />DeBace pointed out that the ballfields at Capital View may be <br />available. <br />The Planner reported that there is interest in acquiring this <br />property by a private business college, however, this type of use <br />is not allowed under Public zoning. <br />Costa suggested that the property be rezoned to allow this use. <br />The Planner reported that the City is concerned it will lose access <br />to these ballfields and is looking into ways to preserve the use <br />of these fields. <br />Herkenhoff expressed concern with the removal of sand from the <br />Larry Lee project on South Owasso. Herkenhoff reported that Mr. <br />Lee sold this sand and then brought in soil of a lesser quality <br />to replace the sand. <br />The Planner reported that this type of practice happens all the <br />time and felt it acceptable to sell a higher quality soil and <br />replace it with soil that is acceptable for the development. The <br />Planner pointed out that there are limited amounts of good soils <br />and felt that these soils should be utilized. <br />Costa expressed concern for the condition of the area adjacent <br />to the residential homes. <br />Herkenhoff felt that if things are being done without the approval <br />of the Council, this should be stopped. <br />Davison recommended that the meeting be adjourned. <br />Motion seconded by Schweizer. <br />Motion carried 5 - 0. <br />There being no further business, the meeting was adjourned at 8:55 P.M. <br />Respectfully submitted,, <br />Kathleen Glanzer <br />Recording Secretary <br />Page 8 <br />
