MINUTES Planning Commission May 14, 1987 Larry Lee Adjourn Bob DeBace reported that at one time the City planned to build a water tower in the area, but soil tests showed that soils were poor for a water tower. DeBace agreed that there are isolated areas of poor soil on this property, but felt that overall the soil conditions were acceptable. Costa did not feel that the City would be able to purchase the property at the $10,000 to $12,000 per acre that they are anticipating. DeBace pointed out that the ballfields at Capital View may be available. The Planner reported that there is interest in acquiring this property by a private business college, however, this type of use is not allowed under Public zoning. Costa suggested that the property be rezoned to allow this use. The Planner reported that the City is concerned it will lose access to these ballfields and is looking into ways to preserve the use of these fields. Herkenhoff expressed concern with the removal of sand from the Larry Lee project on South Owasso. Herkenhoff reported that Mr. Lee sold this sand and then brought in soil of a lesser quality to replace the sand. The Planner reported that this type of practice happens all the time and felt it acceptable to sell a higher quality soil and replace it with soil that is acceptable for the development. The Planner pointed out that there are limited amounts of good soils and felt that these soils should be utilized. Costa expressed concern for the condition of the area adjacent to the residential homes. Herkenhoff felt that if things are being done without the approval of the Council, this should be stopped. Davison recommended that the meeting be adjourned. Motion seconded by Schweizer. Motion carried 5 - 0. There being no further business, the meeting was adjourned at 8:55 P.M.
