Little Canada /Leibel Dev. Proposal <br />Page Four <br />IV. RECOMMENDATION <br />Given the unique situation and circumstances of the property <br />involved, it is our office's opinion that the proposed development <br />offers an opportunity to resolve many longstanding issues <br />for the area in question. As a result, we are recommending <br />approval of the requested lot frontage variance. Should the <br />Commission and Council concur with this position, approval <br />should be based upon a finding of fact that the request complies <br />with specified criteria as established by the zoning ordinance. <br />Should approval be given, we would further recommend that <br />it be conditioned upon: <br />1. The proposed lot division and configuration be pursued <br />and be in the form of a formal plat and related requirements. <br />2. That prior to the issuance of a building permit for the <br />Leibel property, a site plan be submitted for staff and <br />Planning Commission review and be subject to City Council <br />approval. <br />3. That future divisions of the property in question'not be <br />considered by the City. <br />4.
