r <br />MINNESOTA <br />Department of ,nergy <br />and Economic Development <br />#3 <br />Community Development Division <br />296 -5005 <br />May 12, 1987 <br />Mr. William Sanders <br />Landscape Architect <br />365 East Kellogg Boulevard <br />St. Paul, MN 55101 <br />RE: Spooner Park, City of Little Canada <br />FY '88 Outdoor Recreation Grant <br />Preliminary Application <br />Dear Mr. Sanders: <br />900 American Center <br />GO East Kellogg Boulevard <br />Su Paul, Minnesota 55101 <br />I am writing in regard to the preliminary grant application you submitted for <br />acquisition of the above- referenced site. <br />Acquisition of property already in public ownership is contrary to the National <br />Park Service (NPS) rules and regulations (see attached) and the Legislative <br />Commission on Minnesota Resources (LCMR) policy and, therefore, is not grant <br />eligible. <br />I should also remind you that a State grant was previously given to the City for <br />the development of Spooner Park Trail and, therefore, the park must be <br />maintained for outdoor recreation purposes into perpetuity. I urge the City and <br />the school district to explore other possibilities (such as a long -term lease <br />agreement) for the continued operation and maintenance of the park. <br />Please feel free to contact me if you should have any concerns or questions in <br />regard to this matter. <br />Sincerely, <br />Cynthia A.
