MINUTI/S <br />CITY COUNCIL <br />JULY 12, 2006 <br />RESOLUTION NO. 2006-7-I63 -APPROVING THE AMENDED <br />AND RESTATED JOINT POWERS AGREEMENT FOR THE RUSH <br />LINE CORRIDOR TASK FORCE AND AUTHORIZING THE MAYOR <br />AND CITY ADMINISTRATOR TO EXECUTE THE AMENDED AND <br />RESTATED AGREEMENT ON BEHAL F OF THE CITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />WINTER The Public Works Superintendent reviewed his report dated July 6, 2006 <br />OVERNIGHT recommending the adoption of a winter overnight parking ban which <br />PARKING would be in place from November I" through April ls` and would <br />BAN prohibit on-street parking from the hours of 2 a.m. until 6 a.rn. The <br /> Superintendent reported that he is recommending adoption of Chis ban for <br /> safety and efficiency reasons related to snow plowing. The <br /> SuperintendenC explained that the City's current winter parking regulations <br /> prohibit on-street parking when a snowfall of 2 inches or more occurs. He <br /> noted that Chis can be confusing for property owners as well as noted Chat <br /> at times it is necessary to plow snowfalls of less than 2 inches. The winter <br /> overnight parking ban will eliminate confusion and provide an appropriate <br /> window of time that will allow Public Works Co geC streets cleared. Public <br /> Works noted that 12 of 15 Ramsey County cities have similar overnighC <br /> parking bans. He also reported that the City would communicate the new <br /> overnight parking ban, if adopted, to inform property owners of the new <br /> sCandards. Initial enforcement would be warnings only. <br />Blesener noted Chat as part of the recent Community Survey, property <br />owners supported the winter overnight parking ban rather than a ycar- <br />round overnighC parking ban. Blesener asked how many cars are typically <br />parked on the street when snow plowing is in process. The Superintendent <br />estimated that there are 12 Co I S cars on-sCreeC on each of the City's plow <br />routes. <br />Ms. Allan introduced the following resolution and moved iCS adoption: <br />RESOLUTION NO.2006-7-I64 -APPROVING THE WINTER <br />OVERNIGHT PARKING BAN AS RECOMMENDED BY THE <br />PUBLIC WORKS SUPERINTENDENT AND INSTRUCTING STAFF <br />TO PREPARE THE APPROPRIATE ORDINANCE AMENDMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0).
