MINUTES <br />Planning Commission <br />Sept. 10, 1987 <br />Tax DeLonais reported that the information contained in Commission <br />Increment agendas on Tax Increment Financing was just for information at <br />Financing this point, and has already been revised by the Council and <br />Economic Development Committee. Further information will be <br />forthcoming. <br />Holding The Commission discussed the need for fencing of holding ponds, <br />Ponds noting that the holding pond on the Slumberland property will be <br />very deep. <br />The Planner reported that there are conflicting opinions on the <br />issue of fencing holding ponds with some factions feeling the ponds <br />should be fenced, while others indicating that lakes are not fenced. <br />The Commission felt that these ponds were a hazard to children <br />and should be fenced. <br />Costa asked who would be liable for fencing a holding pond. <br />The Planner reported that as a part of a development agreement with <br />a developer, the City could require fencing of a holding pond. <br />However, after development has already occurred, it may be the <br />City's responsibility to fence the holding pond. <br />P1r. Herkenhoff recommended that the City Council consider the matter <br />of fencing of holding ponds within the City either through requiring <br />developers to fence the holding ponds, or by City action, for the <br />safety of children, recommending that the fence be a 6 -foot chain - <br />link fence with barbed -wire. <br />Motion seconded by DeLonais. <br />Motion carried 6 - 0. <br />Park The Commission discussed the City's interest in acquiring park <br />Property property in the Centerville Road area as well as at the Capital <br />View site and Spooner Park. It was also noted that there has been <br />interest on the part of St. Bernard's in acquiring the Capital View <br />site. <br />Herkenhoff felt that if St. Bernard's acquired Capital View, they <br />would be willing to work with the City on shared usage of recreational <br />facilities. <br />DeLonais asked when the City was going to get an inventory of the <br />park property in the City. <br />The Planner replied that his office has been working with Bill Sanders <br />on catagorizing park land in the City and establishing the amount of <br />Page 3 <br />
