MINUTES <br />Planning Commission <br />December 10, 1987 <br />VanGuilder <br />Request <br />(Cont.) <br />Bank Shot <br />Billiards <br />Costa asked if there were any parcels in the City on which Mr. VanGuilder <br />might locate. <br />The City Planner outlined the RB sites in the City. <br />VanGuilder asked if he would be allowed to just operate his business <br />at 206 Little Canada Road. <br />The Planner replied that the Building Inspector should be contacted <br />regarding this, and he would determine whether the building met building <br />code requirements. <br />Mr. Michael Schifsky, representing the owners of Bank Shot Billiards, <br />appeared before the Commission and outlined their proposal to locate <br />a 3,600 square foot billiard center in the shopping center currently <br />under construction on Rice Street at County Road C. Schifsky reported <br />that the billiard center would have its own entrance and exit and would <br />be located adjacent to Food and Fuel. Schifsky reported that the owners <br />of the business would be David Challman of Primo Craft Custom Builders, <br />and Don Westen of S & W Enterprises, Inc. Schifsky reported that <br />the size of the center has been reduced to 3,600 square feet, pointing <br />out it was originally proposed at 4,800 square feet. There would be <br />18 pool tables, 4 of which would be coin - operated. Schifsky showed <br />a proposed lay -out of the billiard center. <br />Schifsky also reported that they would be holding tournaments at the <br />billiard center. <br />Plans have also been changed, in that there is no longer a vestibule <br />planned as part of the center. <br />Schifsky reported that there would be no food or liquor at the billiard <br />center. The center would be well -lit and would employ well - trained <br />personnel. Schifsky reported that they will avoid the stereo -type of <br />a pool hall. <br />Davison asked if a billiard center was a permitted use in B -3. <br />The Planner replied that it is a conditional use. <br />DeLonais asked if there was adequate parking. <br />The Planner replied that there was and pointed out that the parking <br />requirements for the shopping center have already been set and exceeded <br />the City's Code requirement. <br />Schifsky anticipated the majority of their business being done in the <br />evening hours, after other businesses in the center have closed. <br />Davison stated that he was concerned with loitering in the billiard <br />center as well as problems that would cause the cost of police protection <br />in the City to rise. <br />Page 5 <br />
