MINUTES <br />City Council <br />Dec. 10, 1987 <br />Bank Shot <br />Billiards <br />(Cont.) <br />Schifsky replied that he did notforesee a problem and pointed out that <br />personnel would be well - trained. <br />Schifsky also reported that the entire center would be computerized <br />and explained how the center would operate. <br />Costa asked if there was an age limit on who could play pool at the center. <br />Schifsky replied that there was not, but noted that curfew would limit <br />younger people from playing at night. <br />Herkenhoff was concerned the center had good intentions to start with, <br />but that rules would become lax after a time. Herkenhoff pointed out <br />that he would like to see Little Canada remain a good community. <br />Schifsky pointed out that the investors are going to run the operation <br />as a business and tight management will be maintained. Schifsky also <br />reported that they will promote league play, promote billiards to couples, <br />and the elderly. Tournaments will also be held. <br />Davison stated that he was in favor of initially being more restrictive <br />on the hours of operation and putting the burden of proof on the owner <br />that longer hours will not become a burden on the City. Davison felt <br />that initially the center should only be allowed to stay open until <br />1 or 2 A.M. and if there are no problems within 6 months, the hours <br />could be extended. <br />Herkenhoff was concerned with a bad element being attracted to the <br />billiard center. <br />Schifsky replied that he would be managing the center and has had <br />experience with similar problems. <br />The Commission discussed the request for 8 amusement machines with the <br />Planner indicating that he had no problem with this request. <br />Schifsky stated that he had some questions regarding signage which the <br />Planner indicated should be addressed to the Building Inspector. <br />Herkenhoff asked the number of employees on duty at any given time. <br />Schifsky replied that from 10 A.M. until 6 P.M. during the week they <br />anticipated that only one employee would be necessary. Other times <br />there would be two employees and sometimes three. Schifsky also <br />reported that they would create a good image from the start in order <br />to attract the right customers. <br />Schweizer agreed that historically billiard centers have attracted <br />a bad element and she was concerned about this. <br />Schifsky stated that he shared these concerns and pointed out that the <br />visibility of the center, good lighting, well- trained employees, etc. <br />Page 7 <br />
