First, we want to briefly <br />reacquaint you with the services provided by the Dispute <br />Resolution Center (DRC) and secondly, we want to advise you of our <br />financial situation for 1988. <br />As perhaps you are aware, the Dispute Resolution Center has been <br />assisting local governments and citizens of Ramsey County resolve <br />a wide variety of disputes over the past 4 -1/2 years. The Center <br />provides mediation and conciliation services to assist disputing <br />parties to work together in developing mutually agreeable <br />solutions to their differences. Our service area includes all of <br />Ramsey County. Nearly thirty percent of our clients reside <br />outside of the City of St. Paul. We have successfully mediated <br />over fifty cases through the Maplewood and White Bear Lake <br />branches of Conciliation Court in the first eight months of 1987. <br />The services are beneficial to the City of Little Canada because <br />we can handle cases which demand an inordinate amount of city <br />staff time and energy. Citizen -based disputes involving <br />neighbors, business and consumers, or landlords and tenants can be <br />referred to the Center for quick and inexpensive resolution. In <br />addition, we assist cities to resolve disputes where the city is a <br />party, including disputes over land use, contracts for service, <br />special assessments or a host of other issues where a strictly <br />legal interpretation may not apply or result in the most <br />satisfactory long -term solution to the problem. <br />Governor Perpich will proclaim the week of November 15 -21 as <br />Dispute Resolution Week. The purpose of the Week is to increase <br />the public's awareness of the advantages of settling disputes out <br />of court and of the services available through facilities such as <br />the Center. As part of the Week's activities, we will make a <br />presentation at the Ramsey County League of Local Governments <br />monthly meeting on November 18th. We will demonstrate how you can <br />use our services effectively and answer any questions you might <br />have. <br />Page 43 <br />
