PLANNING REPORT <br />northwest EssociEted consultants, inc. <br />TO: Little Canada Planning Commission <br />FROM: Alan Brixius /Stephen Grittman <br />DATE: 6 October 1987 <br />RE: Paninos Convenience Restaurant CUP <br />FILE N0: 758.09 - 87.60 <br />CM? or <br />LITTLE CANADA <br />D <br />BACKGROUND <br />Mr. Steve Sertich is proposing to introduce a convenience food restaurant to the <br />U.S. Swim and Fitness site located at 71 Minnesota Boulevard in Little Canada. <br />The site is zoned B -3, which allows convenience food facilities by conditional use <br />permit. The following is a review of the proposed convenience food CUP with regard <br />to compliance with City performance standards and its relationship with the existing <br />uses on the site. Our review includes a total site review in conjunction with the <br />CUP process. <br />ISSUES AND ANALYSIS <br />Use. The site is zoned "B-3", General Business District. Within the B -3 zoning <br />district, the existing sports and health facility is allowed as a permitted use. <br />The proposed restaurant use is allowed in the B -3 district by conditional use permit <br />subject to the conditions outlined in Section 911.040 A. <br />Lot Size and Setback. Review of the applicant's site plan indicates that the lot <br />and building are conforming in regard to lot size, width and building setbacks. <br />Drainage. The Little Canada Zoning Ordinance requires commercial developments to <br />provide a drainage plan for review and approval of the City Engineer. The applicant <br />is showing a revised parking plan that will add 75 new parking stalls to the existing <br />site.
