The proposed site plan shows 369 parking stalls to accommodate the existing <br />health club and the proposed convenience food restaurant. The proposed site plan <br />exceeds the required parking for these uses. The additional parking is highly desirable <br />to meet the potential for an expanding health club membership. <br />Parking stalls comply with the City's dimensional standards of 9' x 20'. The drive <br />aisles are 24 feet in width in accordance with City standards. <br />The western curb cut and driveway conforms with an area concept plan prepared in <br />conjunction with the Hardees development. We would recommend that the east -west <br />drive aisle entering the parking from the western curb cut be aligned with the <br />Hardee's parking lot driveway. The Hardee's site plan shows an entrance into their <br />parking lot 70 feet north of the Minnesota Avenue lot line. <br />The entire parking lot and circulation system is required to meet the following design <br />features: <br />1. The entire parking lot must be paved with bituminous surfacing. <br />2. A continuous curb not less than six inches in height must be provided around <br />the entire perimeter of the parking and driveway areas. <br />3. All parking stalls must be striped with 4" wide painted lines. <br />4. The parking lot must be illuminated. All lighting must be hooded so as to <br />reflect light away from adjoining properties or public rights -of -way. <br />Off- Street Loading. The Little Canada Zoning Ordinance requires any structure <br />erected or altered for a use that requires the receipt of materials or merchandise <br />by trucks or similar vehicles to provide an off - street loading space. <br />The applicant's site plan shows no off - street loading space that is accessible to <br />the proposed convenience food restaurant. The applicant should demonstrate how <br />deliveries will serve the new business. By ordinance, the loading space must meet <br />the following criteria: <br />1. The loading space must be separate and exclusive from the parking and <br />driveway areas. <br />2. The loading area must be 10' x 70' in dimension. <br />Trash Receptacle. The site plan does not address the provision of a trash receptacle. <br />The applicant should show both the location and accessibility of an on -site trash <br />receptacle for the business. Trash receptacles should be located at the rear of the <br />building and fully screened from view. <br />Page 57 <br />
