MINUTES <br />CITY COUNCIL <br />JULY 26, 2006 <br />The City Administrator suggested that this redevelopment area be put on <br />hold at this time. He indicated that at some point in the future, Roseville <br />Plumbing will want to sell their property acid the entire area can hopefully <br />be redeveloped. <br />Keis asked about the outdoor storage on the McGough property. The <br />Administrator noted that McGough was issued a Conditional Use Permit <br />for this outdoor storage. That CUP did not include any conditions such as <br />screening. The Administrator again pointed out the potential for a very <br />high acquisition cost should the City pursue acquiring this property by <br />eminent domain. <br />Allan agreed that the City should wait for the opportunity to redevelop this <br />entire area rather than do it incrementally. She felt that the end result <br />would be a better redevelopment. <br />The City Administrator pointed out that the City could pursue the <br />Roseville Plumbing site for the Public Works garage through the eminent <br />domain process. However, it could be a very expensive acquisition under <br />the new laws. It was also noted that we have told Roseville Plumbing that <br />we would not condemn that site against their wishes. The Administrator <br />indicated that he would also like to see the new laws work through the <br />system to see how they play out. <br />McDONALD'S The City Administrator reviewed the potential redevelopment of <br />McDonald's which will include the Oasis property as well as possibly the <br />properties at 85 and 91 West Viking Drive. The Administrator noted that <br />the Viking Drive sites are currently on the market at inflated asking prices. <br />The Administrator suggested that he put together purchase agreements for <br />these properties at 10% over the County's market value. <br />Allan did not feel an offer at that level would be accepted. The City <br />Administrator noted that the City only needs 91 West Viking Drive and a <br />small portion of 85 West Viking. He also noted that eminent domain can <br />be utilized for road right-of--way acquisition purposes. <br />Allan asked if the realignment of Viking Drive would overburden <br />Minnesota Street. The City Administrator pointed out that the realignment <br />would direct traffic to a controlled intersection. It will also eliminate <br />turning movements onto Rice Street resulting in the Rice Street traffic <br />functioning better. Blesener noted that the McDonald's Rice Street access <br />would also be eliminated. <br />Allan asked if there would be a buildable site left after the realignment <br />occurs. The City Administrator noted that there will be enough of the <br />Oasis site remaining for a buildable site about 40,000 square feet. That is <br />2 <br />
