MINUTES <br />CITY COUNCIL <br />JULY 26, 2006 <br />indicated that if the opportunity arises, she would like to return as a <br />representative. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-7-774 -APPOINTING MAYOR BLESENER <br />AND COUNCIL MEMBER LAVALLE AS THE CITY'S <br />REPRESENTATIVES TO THE LITTLE CANADA FIRE RELIEF <br />ASSOCIATION FOR THE BALANCE OF 2006 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TWIN CITIES The City Administrator reviewed his report dated July 21, 2006 relative <br />NORTH to the City's potential membership in the Twin Cities North Chamber of <br />CHAMBER Commerce. Annual dues were initially proposed at $500, and have been <br />OF COMMERCE reduced to $235. The Administrator reported that he has discussed the <br />MEMBERSHIP value of this membership with the City of Shoreview. Shoreview feels <br />that they receive benefits in excess of the dues amount. <br />Blesener suggested that the City join Che Chamber and evaluate Che <br />benefits received by Little Canada after a year or two of membership. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-7-I75 -APPROVING THE CITY'S <br />MEMBERSHIP IN THE TWIN CITIES NORTH CHAMBER OF <br />COMMERCE AT AN ANNUAL COST OF $235 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PERSONNEL The City Administrator reviewed in detail the report dated July 21, <br />POLICY 2006 relative to proposed Personnel Policy amendments. The majority <br />AMENDMENTS of the amendments proposed are housekeeping in nature, with the <br />exception of the proposal to implement a severance pay benefit based on <br />unused sick leave. The amendments include the addition of a section on <br />the Medica] and Dependent Care Flexible Spending Plan reflecting <br />previous Council approval to implemenC this plan. This plan allows <br />employees to designate pre-tax wages for medical and dependent care <br />costs subjecC Co IRS guidelines. While there are some administrative costs <br />10 <br />
