MINUTES <br />CITY COUNCIL <br />JULY 26, 2006 <br />noted that a committee was appointed by the Council to review the issue <br />and come up with a recommendation. That committee consisted by the <br />Mayor, Council Member Keis, the Finance Director and the City Clerk. <br />The Committee is recommending the severance pay scale as outlined in <br />the July 21'r reporC, and notes that in comparing this benefit with that <br />offered by other cities, this scale is at the low to mid range of what is <br />being offered elsewhere. The Committee is also recommending that this <br />severance pay benefit be paid by the City Co the employee's Post <br />Employment Health Care Savings Plan. The Administrator pointed out <br />that this benefit recognised City employees for their service and is a way <br />to provide for some post employment health care benefit. Implementation <br />of this benefit also makes the benefits Little Canada offers competitive <br />with those of other cities. <br />Allan asked if the City has the ability to revisit the severance pay issue. <br />The City Administrator noted that any personnel policy will stand until the <br />Council makes a change to it. <br />Keis noted that once a benefit is granted, it is more difficult to take away <br />from employees. The committee compared the benefits being offered by <br />other cities and is recommending the implementation of this new benefit <br />based on what other cities are doing. Keis stated that the Council can <br />always revisit the severance pay scale in the future, and increase thaC scale <br />based on whaC other cities are offering. <br />Blesener indicated that this benefit is not common in the private sector, <br />but is in the public sector. Based on this, Blesener stated that he felt it was <br />fair to employees and made Little Canada competitive as an employer. <br />The final amendment proposed would add Violation of CDL Laws as well <br />as HIPPA Laws to the list of "Major Work Rule Offenses". <br />Mr. LaValle introduced the following reso]ution and moved its adoption: <br />RESOLUTION NO. 2006-7-I76 -ADOPTING AND APPROVING <br />THE PERSONNEL POLICY AMENDMENTS AS PROPOSED IN <br />THE CITY CLERK'S REPORT DATED JULY 21, 2006 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0).
