MINUTES <br />CITY COUNCIL <br />MAY 8, 2013 <br />Mayor Blesener thanked the Little Canada Fire Department for this <br />generous donation as well as for everything they do for the property <br />owners in Little Canada. He noted that fire equipment is very expensive, <br />and any assistance that the City can get to help to cover equipment costs is <br />very much appreciated. Blesener again thanked the Fire Department on <br />behalf of all the property owners in the City. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -5 -77 — ACCEPTING THE DONATION OF <br />THE LITTLE CANADA FIRE DEPARTMENT IN THE AMOUNT OF <br />$101,018.92 TO BE USED FOR FIRE EQUIPMENT EXPENSES <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CABLE TV Cor Wilson, Executive Director of the CTV North Suburbs, appeared <br />FRANCHISE before the Council to provide an update on the Cable TV franchise <br />RENEWAL — renewal, rate regulation, and CTV activities. Wilson began her <br />COR WILSON presentation with a video that highlighted the CTV North Suburbs 2012 <br />Year In Review which included information on community productions, <br />municipal assistance, election coverage, government agency and non- <br />profit programs, the Santa Call -In Program, the Youth Media Program, <br />production trucks, community training, and the national awards that it <br />won. <br />Wilson then addressed the issue of the Cable TV franchise renewal <br />pointing out that based on the renewal offer from Comcast, all of the CTV <br />North Suburbs programming presented in the video will go away. She <br />reported that in February of this year, Comcast presented an offer that <br />included a PEG access fee of $.44 per subscriber with a limitation that the <br />fee could only be used for capital expenditures. The current PEG access <br />fee is $4.00 per subscriber and supports the activities highlighted in the <br />video. Comcast indicated that these activities should be supported by the <br />franchise fee provided to member cities. Wilson indicated that utilizing a <br />portion of the franchise fee to support CTV North Suburbs reduces the <br />compensation that cities receive for use of the public rights - of-way by <br />half. <br />Wilson noted that Comcast has asserted that Federal Law prevents them <br />from paying operational support. Wilson clarified that Federal Law does <br />not allow local franchising authorities to require operational support. <br />However, there is nothing in the law that precludes cable companies from <br />3 <br />
