MINUTES <br />CITY COUNCIL <br />MAY 8, 2013 <br />JOINT POWERS <br />AGREEMENT <br />WITH BCA — <br />ECHARGING <br />ADOPTION <br />OF 2013 <br />GOAL <br />ACTION <br />PLANS <br />The City Administrator reported that the City Attorney's office is <br />requesting that the City enter into a Joint Powers Agreement with the <br />Bureau of Criminal Apprehension (BCA) relative to eCharging. <br />eCharging is a new streamlined way of preparing complaints through a <br />secure BCA website. Prosecutors prepare complaints through the BCA <br />website, complaints are then transmitted electronically to the police who <br />review and sign then, and then transmit the complaints to the Ramsey <br />County Court where ajudge reviews and signs. One of the benefits is that <br />the BCA system is synched up with all criminal charges filed in the court <br />system. This system will also give the City Attorney's office access to the <br />full BCA database. The Administrator indicated that the cost to the City is <br />minimal, approximately $40 per year. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -5 -81— APPROVING THE JOINT POWERS <br />AGREEMENT WITH THE BCA RELATIVE TO ECHARGING AS <br />WELL AS THE COURT DATA SERVICES SUBSCRIBER <br />AMENDMENT TO CJDN SUBSCRIBER AGREEMENT AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE BOTH AGREEMENTS ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that the City held a Goal Setting Session <br />in February of this year. Based on the goals that were developed at this <br />session, City staff drafted proposed action plans for accomplishing each <br />goal. The Council held a workshop meeting on April 24th, at which time <br />it reviewed the draft action plans. The Administrator noted that these <br />action plans have now been modified based on Council comments at the <br />workshop meeting, and recommended adoption. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -5 -82 — ADOPTING 2013 GOAL ACTION <br />PLANS AS SUBMITTED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0).
