MINUTES <br />CITY COUNCIL <br />APRIL 24, 2013 <br />ARCHITECT/ <br />CONSTRUCTION <br />MANAGER <br />FOR WARMING <br />HOUSE PROJECT <br />The City Administrator reported that the City has received three quotes <br />for architectural /construction management services for the warming <br />house project. Those quotes are as follows: <br />Michael Huber Architects $13,500 <br />Busch Architects $17,420 <br />RVK Architects $ 18,400 <br />The Administrator reported that while it appears that RVK Architects is <br />the highest quote, staff feels the serviced that will be provided by RVK <br />Architects is superior to those outlined in the other two quotes. RVK will <br />provide both architectural and construction management services while the <br />City will act as the general contractor and avoid the mark up that is usually <br />charged on subcontracts. The Administrator felt that under this situation, <br />the City will more than save the difference in the prices quoted. The <br />Administrator also noted that the City has had experience in working with <br />RVK Architects as they did the History Center addition and other design <br />work for the City. <br />Blesener asked if there was any obligation to award the low quote. The <br />City Attorney replied that the quote of RVK Architects can be awarded <br />based on the City Administrator's analysis of the services provided. <br />Blesener noted the use of the new warming house during winter months, <br />and asked about other potential uses. The Administrator pointed out that <br />the facility will have restrooms and the intent that these will be available <br />year round, specifically for the skateboard park. Blesener indicated that <br />he would like to see the building used for more than just during the winter <br />months. The Administrator suggested that building designs can presented <br />to the Council when they are available. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -4 -73 — AWARDING THE QUOTE OF RVK <br />ARCHITECTS FOR ARCHITECTURAL /CONSTRUCTION <br />MANAGEMENT SERVICES FOR THE WARMING HOUSE <br />PROJECT AS RECOMMENDED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />18 <br />
