MINUTES <br />CITY COUNCIL <br />APRIL 24, 2013 <br />common ground. Brausen pointed out that Gordie Howe does not want a <br />road coming off his circle. He noted that Acosta and Boog love their big <br />lot, but would like to preserve the potential to develop in the future. <br />Brausen noted that the ghost plat given Acosta and Boog that potential and <br />gives the Brausen family the potential to develop, but only if Acosta and <br />Boog participate. <br />Dave Brausen stated that the bottom line is that the Pinetree Pond surveyor <br />drew a plat that ignored the existence of the 33 -foot road easement. <br />Brausen stated that he thinks the Council should have encouraged Gordie <br />Howe to try to incorporate the Brausen property in his plat. Brausen <br />stated that he is a carpenter and knows how to draw a plan. He indicated <br />that the plans he has proposed have not met the ideas of others, but felt <br />that they should not have been thrown out. <br />Steve Brausen asked if anyone asked Rud Surveying to retain access to the <br />Brausen property over the 33 -foot easement. Dave Brausen asked if the <br />City truly exhausted efforts to address everyone's concerns. The City <br />Administrator replied that he did ask Rud if they could draw a plat that <br />retained the 33 foot easement. That drawing became the 25/25 concept <br />where eight feet went to Masterpiece Homes and the remainder could be <br />used by the adjacent properties if an appropriate development concept was <br />arrived at. <br />Dave Brausen reported that he and his brother, Steve, sat down and drew <br />another concept plan which provides access to the Brausen property over <br />the 33 -foot easement. Brausen reviewed this concept with the Council and <br />noted that it shows 23 lots with the potential for 25 lots. Brausen stated <br />that this concept could have been done by a professional back in January, <br />and indicated that his family has been given no respect in this process. <br />Steve Brausen indicated that they also came up with a concept that gives <br />Gordie Howe 18 lots. <br />Mike Warner, Westwind Drive, asked the purpose of Outlot C, asking if a <br />road would ever be developed on that outlot. The City Administrator <br />indicated that Outlot C is being dedicated to the City and would he utilized <br />as an offset for road easement dedication when the property to the <br />northeast develops. <br />With regard to the option that the Brausen's presented this evening, the <br />City Administrator stated that he could not speak for Rud and answer why <br />this was not an option that was put forth by that office. The Administrator <br />also stated that he could not speak for Acosta and Boog with regard to <br />whether this was an option that they would support.
