NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 1 July 1981 <br />RE: Schabert Property Division <br />FILE NO: 758.09 (81.26) <br />BACKGROUND <br />Jean Schabert has requested approval of a resubdivision of property described as Lots 1 <br />and 2, Block 4, J.F. Eisenmenger's 4th Addition (see ExhibitsA and 8, attached). The <br />property is- currently zoned "R-1", Single Family Residential, and is occupied by a single <br />family dwelling which fronts on Bluwood Street (see Exhibit C). As shown on Exhibit B, <br />the property currently exists as two long narrow through lots between Australian Avenue <br />and Bluwood Street. Surrounding land use is single family residential. <br />ISSUES AND ANALYSIS <br />Upon review of the proposed lot split and the Little Canada Zoning Ordinance, the proposed <br />division conforms to City requirements with one exception. Parcel No. 1 (the north half of <br />the property) contains only 10,800 square feet of area. Since both lots are considered corner <br />lots, they must each contain 11,000 square feet. As a result, the resubdivision request <br />involves a lot area variance of 200 square feet. <br />While 200 square feet seems to be an insignificant variance, there is nothing unique about the <br />property itself which justifies a variance. There does appear to be an opportunity, however, <br />to bring the property into conformance. As shown on the attached graphics, Bluwood Street <br />has a right - of-way width of 100 feet. According to the City Engineer this was platted many <br />years ago as Central Avenue, possibly with the original intention of it becoming a main <br />street for a central business district. Obviously there is no longer any need for such a wide <br />right -of -way. In fact, the entire Central Avenue right -of -way east of Lake Shore Avenue <br />has since been vacated. The City Engineer has verified that there is no need for the 100 <br />feet. This being the case, a portion of the right -of -way could be vacated adding to the <br />total existing lot area of the property in question.
