NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 3 August 1981 <br />RE: Sprosty, Paul - Proposed Resubdivision <br />FILE NO: 758.09(81.22) <br />BACKGROUND <br />Mr. Paul Sprosty has submitted & request for resubdivision of Lots <br />4, 5, 6 and 7 of Blomquist's Lakeside Addition." The property is <br />located on the west side of Keller Parkway just north of where <br />Keller and Edgerton Street intersect (see Site Location Map, attached <br />as Exhibit A). The property is currently zoned R -1, Single Family <br />Residential. <br />ISSUES AND ANALYSIS <br />Exhibit 8, attached, shows the original lot layout of Blomquist's <br />Lakeside Addition. Exhibit C contains Mr. Sprosty's proposed resub- <br />division of Lots 4 -7. In view of the location of Gervais Creek, and <br />the existing configuration of Lot 5, some sort of redesign appears <br />to be a reasonable request. There are a number of issues, however, <br />which we feel should be addressed by the City prior to any approval. <br />1. Grading and Drainage. The property in question was originally <br />quite low and wet. As shown on Exhibit D, taken from the <br />official Little Canada Wetlands Map, the property is located <br />within the Wetland Systems Overlay District (see Section 919 <br />of the Zoning Ordinance). <br />This section of the Ordinance requires that any alteration of <br />designated wetlands requires submission of a "wetland impact <br />plan" showing the extent of the alteration.
