July 15, 1981 City of Little Canada 515 Fast Little Canada Road Little Canada, Minnesota 55117 Attention: Planning Commission Re: McDonald's Restaurant Rice Street 8 Minnesota SLieet Gentlemen: While I served as a member of the commission, the McDonald Corporation presented a plan for a drive -thru service addition to their building. Congested traffic flow onto Rice Street, due to the consumer oriented business's in the area was a problem. The added traffic caused by the continued and expanded use of the McDonald's facility would continue to add to the problem. If my memory is correct ?, I believe I motioned for approval of the drive - thru addition subject to the following construction considerations. 1. A curbed return bend be constructed that prevents drive -thru traffic from using the Rice Street exit. All drive -thru traffic was to be guided through the parking lot for exit onto Minnesota Street. 2. The south parking lot striping was to be redone on an angle so that back out parking would automatically guide drivers to the Minnesota Street exit. 3. Highly visible signs and language be installed which guided drivers to the Minnesota exit. The present arrow only, is in- adequate. It appears to me that none of the above was performed in compliance with the planning commission's requirement and the McDonald's engineer's verbal promise of compliance. On 7- 15 -81, I visited the McDonalds Restaurant for breakfast. I personally counted eleven vehicles, compacts thru full -size go thru the drive -thru and drive right around the poorly constructed curb guide and exited onto Rice Street. Not one vehicle went around to Minnesota Street. As a former commission member who was involved in the review and approval of this project, I want compliance with the above items.
