NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 30 July 1981 <br />RE: McDonald's Restaurant Drive -thru Facility <br />FILE NO: 758.09(80.12) <br />The City has received a letter, dated 15 July 1981, from former <br />Planning Commission member, Frank Winiecki, regarding the McDonald's <br />Restaurant drive -thru facility which was approved by the City on <br />11 June 1980. In his letter, Mr. Winiecki noted that the drive - <br />thru facility has not been constructed according to the conditions <br />of approval, and that the facility does not discourage traffic from <br />exiting onto Rice Street as was intended by the City. The plan <br />submitted by McDonald's, and approved by the City, is attached as <br />Exhibit A. <br />Upon receipt of Mr. Winiecki's letter, we inspected the McDonald's <br />site and noted the following: <br />1. Although the driveway was constructed as per the approved plan <br />(see Exhihit A), it is not sufficient to discourage drive -thru <br />traffic from exiting to Rice Street. <br />2. The parking area on the south side of the building was never <br />restriped as shown on the plan. <br />3. The Planning Commission recommended that "no exit to Rice Street' <br />signs be posted at the outlet of the drive -thru driveway. No <br />such signs have been posted. <br />Since the opinion of our office as well as that of the City was that <br />McDonald's additional traffic should be discouraged from exiting to <br />Rice Street, it is recommended that the following action should be <br />taken: <br />1. McDonald's should be required to post appropriate signage <br />indicating "no exit to Rice Street" at the drive -thru outlet. <br />71 <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420 <br />
