If any portion, section, subsection, sentence, clause, paragraph or <br />phrase of this development contract is for any reason held invalid, such decision <br />shall not affect the validity of the remaining portion of the agreement. <br />D. No one may occupy a building for which a building permit is issued on <br />either a temporary or permanent basis until: <br />(1) Public sanitary sewer and water lines have been installed, hooked <br />up, tested and approved by the City, and <br />(2) The driveways and parking lots needed for access have been paved <br />with bituminous base surface. <br />E. This agreement shall run with the land and shall be recorded in the <br />County Recorder's office. <br />15. Notices.
