POLICY FOR DETACHED PATHWAY Iā¢AINTENANCE <br />PURPOSE <br />The purpose of this policy is to establish ownership, operation, and <br />maintenance responsibilities pertaining to all detached pathways on <br />County rights of way. <br />SCOPE <br />The policy as described shall apply to all County roads and County <br />State Aid Highways under jurisdiction of the Ramsey County Department <br />of Public Works. <br />- DEFINITIONS <br />County -- Ramsey County, acting by and through its Board of County <br />Commissioners. <br />City -- Municipal corporation, acting by and through its council. <br />Detached Pathway - -A designated path used by cyclists or pedestrians <br />or combination thereof, not attached to the vehicle roadway <br />(i.e. physically separated by curbs, gravel shoulder, or <br />landscaping). <br />OWNERSHIP <br />With the approval of the County, any local governing city may construct <br />detached pathways on County right of way. County approval shall be <br />conditioned upon the agreement of the city to own, operate and <br />maintain the detached pathway. <br />Prior to detached pathway construction by the County, the County <br />shall obtain city approval and agreement to own, operate and <br />maintain the pathway.
