MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />Mike Cunningham, Provinces, reported thaC he is the on-site manager <br />since last July and lives on site. Provinces is adding another manager in <br />the 155 building who will live on-site on the third floor overlooking the <br />courC yard where mosC of the activity occurs. Cunningham agreed Chat <br />Provinces has had some serious calls as well as a lot of noise complaints, <br />domestics, and suspicious activity. <br />The Administrator reported that in the case of the Provinces there have <br />been more calls made since the adjacent townhomes were developed. The <br />Adminish•ator reported that there are expectations on the part of the <br />townhome owners that the City will address the activities at Provinces on <br />a proactive basis. <br />The Administrator noted the high number of calls at Montreal Comas. He <br />pointed out that the time the Sheriff's Department spends responding to <br />calls at multi-family housing complexes, decreases availability for other <br />calls in the City. The Administrator stated that it is a concern from both a <br />resources and safety standpoint. The Administrator also noted that <br />Montreal Courts was specifically identified in the City's community <br />survey as a place that people do not feel safe. Decision Resources, Che <br />surveying company, indicated that it was unusual for survey responders to <br />identify a specific complex as they did Montreal Courts. <br />The Administrator reviewed the history of the City's Multi-Family <br />Housing Coalition. He noted That at Che time the Coalition was meeting, <br />the City's complexes were attending and indicated a strong opposition to a <br />rental licensing ordinance. At the time, the City indicated that it did not <br />want Co enact such an ordinance, but would consider it if the problems at <br />Che complexes did not decrease. The Administrator pointed out that the <br />complexes that were not a problem did not want to be impacted with an <br />ordinance because some others were not doing a good job. The <br />Administrator acknowledged that there is the issue of what is equitable <br />considering Chat the City has well-run multi-family complexes as well as <br />poorly run complexes. He noted that Garden Terrace and Mayfield have <br />high call rates; however, nearly all the calls at these complexes are <br />medical in nature. <br />The Administrator felt it was time to take apro-active approach on the <br />issue, and suggested focusing on the Montreal Courts, Provinces, Quebec, <br />and Sleepy Hollow complexes. <br />Keis asked how the per unit call ratio at the multi-family complexes <br />compares with single-family homes.
