MINUTES <br />CITY COUNCIL <br />JUNi/ 14, 2006 <br />Oyen noted that properCy manager coalitions Chrive when Chings are bad at <br />complexes, but participation drops off when things become good. <br />Therefore, these coalitions have their ups and downs. <br />The City Administrator noted the ordinances that have been adopted by <br />New Brighton and Brooklyn Center. The Administrator felt that the <br />provisional license component would be challenged. <br />LaValle asked about enforcement of the bonding provisions for Montreal <br />CourCS and Provinces. The Administrator indicated that Montreal Courts <br />has paid off their debt. The Provinces bonds are still in place, but they are <br />participating in the Crime Free Program sponsored by the Sheriff's <br />Department. <br />The Administrator recounted meetings that the City had over the past <br />several months with owners of Montreal Courts. Montreal Courts was to <br />have gotten back to the City with an action plan, but they have not done <br />so. The Administrator noted that the City and Che Sheriff's Department <br />have discussed the need for on-site police presence at Montreal Courts to <br />geC things under control. Estimated annual cost is $40,000, and Montreal <br />Courts is only willing to pay $12,000. <br />Allan asked about assistance from the Sheriff's Department's VIPS group. <br />St. Germain reported that the Sheriff's Department has tried to focus more <br />volunteers at Montreal Courts. However, nights and weekends are too <br />dangerous for volunteers. St. Germain stated that even a trained deputy <br />must be very careful when patrolling Montreal COAI'CS. <br />Keis asked if there are certain units that are more troublesome than others. <br />Cunningham reported thaC there are units Chat more problem than others <br />and it is typical that a manager would know these units. He also noted that <br />most times it is the guests visiting the unit that are Che problem. <br />LaValle asked about eviction rates. Keis asked if managers had owner <br />support and adequate means in place to evict problem tenants. <br />Cunningham reported that he has evicted a lot of people from units, but <br />noted that Ramsey County is a very tenant-friendly county. Eviction is a <br />difficult and frustrating process, and managers must have a very strong <br />case built up against the tenant. Oyen agreed. He noted that non-payment <br />of rent is Che easiest means of evicting a tenant, but eviction of a problem <br />tenant is difficult. Cunningham reported that the issues NoCices of <br />Infraction to problem tenants regularly. Once a case is built via Che <br />Infractions, he files for eviction with the court. Once the case gets to <br />court, however, a great deal will depend on the seriousness of the <br />4 <br />
