MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />infractions, the length of time between infractions, as well as the mood of <br />the judge. <br />LaValle stated that he thinks the City has to move toward multi-family <br />licensing wiCh the appropriate fees and fines. LaValle felt that this <br />licensing ordinance would provide owners more leverage in dealing with <br />problem tenants. <br />Oyen felt that the solution was first to have strong leases in place with <br />good rule addendums that will give the property owner the needed teeth <br />when an eviction gets to court. The second part of the solution is to have <br />good and motivated management. That management must be willing to do <br />the hard stuff. Oyen noted that property management is a hard job and a <br />24 hour per day job. Oyen indicated that many property managers do not <br />have the courage to take care of problems when they are small. Oyen also <br />stated that the property owners need to be aware of the fact that there are <br />consequences if their complexes are troublesome. <br />LaValle stated that Montreal Courts is a problem, buC noted that it has a <br />large population within a small area. LaValle also expressed concern <br />about Che ability of people to claim to be renting an apartment, go through <br />the background check, and then turn the apartment over to a friend that <br />would never pass the background check. <br />Oyen stated Chat in his experience most of the tenants are good people. He <br />noted that managers must rely on the information that the good tenants <br />forward on about problem tenants. <br />Allan agreed that an ordinance needed to be adopted that included <br />adequate penalties and fines to provide the consequences that were needed <br />for property owners. Oyen suggested that any ordinance include carrots as <br />well to help give people the skills they need to do a good job. <br />Keis asked what the difference is between Grand Pre and Montreal Courts. <br />It was felt that the Grand Pre property was better maintained, and the <br />Administrator noted that the on-site manager is very good. <br />Oyen felt that differences would be related to management, not the <br />property itself. He also noted that the manager needs to have the owner's <br />support in order to do the job. Cunningham agreed. <br />The Administrator felt management stability was also an issue and noted <br />that the manager at Grand Pre has been there for many years. He provides <br />an on-site presence and is a no nonsense individual. The manager's <br />attitude coupled with owner support is critical. The Administrator pointed <br />5 <br />
