MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />LaValle noCed that this ordinance cannot be put in place in reliance of <br />penalties to fund the City's Cost given the Ramsey County court system <br />frequently suspends finds. <br />The Administrator noted that this issue will take a lot of Council and staff <br />time. He suggested that the owners of the multi-family complexes be <br />invited in for their input. <br />Montour noted Che efforts of New Brighton resulted in vast improvements <br />at some of their troublesome complexes. Montour also noted Chat the <br />current ownership of Montreal Courts is uncooperative. <br />It was estimated that Little Canada has approximately 2,000 rental units, <br />and Blesener suggested that perhaps a $25 per unit rental license fee <br />should be charged. <br />The CiCy Administrator indicated that he will do additional research on <br />how other cities administer their licensing ordinance. He also noCed that <br />the City of Roseville may be interested in a shared position. Roseville has <br />not yet finalized an ordinance, but their focus is more toward single-family <br />properties. The Administrator also felt it would be key to adopt a property <br />maintenance code, and noted that the CiCy has dealt with many of these <br />issues. Oyen agreed that a housing maintenance code should be a part of <br />the program. <br />The Administrator reported that the Sheriff's Department has estimated <br />that it would cost $109,000 for afull-time deputy at Montreal Courts. A <br />week-end deputy would cost approximately $40,000 to $45,000. There <br />has been concern expressed by Montreal Courts about worker's <br />compensation insurance. The Administrator noted that Che County self- <br />insures for worker's compensation. He also noted that the Sheriff's <br />Department has indicated that an off-duty officer involved in a call that <br />would be something typically responded fo while on duty would be <br />covered. However, the issue would likely be sued out which results in <br />legal costs. The Administrator indicated that Che League of Minnesota <br />Insurance Trust has indicated they would handle such a suit. It was noted <br />that there are off-duty officers at both the Myth and Jimmy's. <br />Allan felt that an officer's presence was needed at Montreal Courts, and <br />suggested that if activity drops, that presence could be backed off or <br />eliminated. St. Germain noted Chat activity dropped at Grand Pre as a <br />result of the on-site manager that they have. <br />The Administrator felt Chat having two on-site managers at the Provinces <br />will make a difference at that complex.
