MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />out that the managers at Montreal Courts keep changing, often on an <br />annual basis. The AdminisU~ator felt there was no owner support of <br />managers. <br />The Administrator pointed out the Burnsville ordinance as a good <br />example. He noted that the MN Multi-Family Housing Association <br />helped Burnsville draft this ordinance. While there is no license fee <br />required, there are penalties established for violations of the ordinance. <br />The Burnsville ordinance has been in place since the beginning of the <br />year. Burnsville indicated that they have been collecting a lot of fines <br />under this penalty section. <br />LaValle noted thaC enacting a licensing ordinance will require an <br />additional staff person to conduct inspections, process fines, follow-up <br />with compliance, etc. LaValle suggested a license fee of $5,000 to <br />$10,000. The Administrator noted thaC the well-run complexes will object <br />and will fee] penalized because of the complexes that are noC well-run. <br />Blesener noted that the fine system in the Burnsville ordinance would not <br />penalize Che good complexes. Allan agreed there should be no license fee, <br />but a significant fines established under the ordinance. <br />Allan noted thaC it appears if the City wants security on the Montreal <br />Courts premises, the City will have to pay for it. <br />The City Administrator commented that some license fee may be <br />appropriate under a licensing ordinance given the City's costs associated <br />with fire inspections. <br />Keis asked how much money the Burnsville ordinance penalties were <br />generating. The City Administrator did not have the figure, and pointed <br />out that the ordinance was just effective early this year. <br />Blesener asked how much it will cost to administer a licensing code. The <br />Administrator estimated that it will take an additional full-time position Co <br />administer a licensing code as well as a property maintenance code. He <br />also noted that Che City will have a big learning curve in getting this <br />program underway. <br />Oyen noted Chat Burnsville has some economy of scale given they have <br />more apartment complexes Chan Little Canada. Oyen felt the City will <br />need a nominal licensing fee as well as penalties. <br />
