PLANNING COMMISSION - CITY OF LITTLE CANADA - MAY 12, 1981 <br />PAGE 3 <br />RICHARD DEMONT LOT SIZE VARIANCE Mr. Demont appeared requesting that the city <br />reconsider his lot size variance request. The Planning Commission felt that <br />Mr. Demont should be granted the variance. Mr. Demont stated that he had <br />not been able to work out an arrangement with Mr. Rocky Waite (adjoining <br />property owner) whereby their land would be combined and divided so that <br />all lot sizes would be conforming. <br />Mr. Demont would be combining the three lots (which he stated have a <br />total assessment against them of $10,000) and making one buildable lot <br />with square footage of 10,109. Because this lot is on the corner (Ruth St., <br />however, is undeveloped at this time), the ordinance requires a sq. ft. of <br />11,000. <br />The Planning Commission felt that this was one area of our city where the <br />City Council would probably have to look at granting variances in cases like <br />this. The Planning Commission felt that the city would not have to grant <br />variances in all cases, because this one was granted. Mr. Demont inherited <br />this land, and would like to make it a buildable lot so he could sell it. <br />Motion to recommend that the City Council grant a variance on Mr. Demonts <br />lots made by Sharon Timmons. Seconded by Joseph Vitale. <br />Motion carried 7 -0 <br />SOFIE - PETERSON - BLOOMQUIST SUBDIVISION, PROPOSED TROY ADDITION - Mr. Sofie and <br />Mr. Peterson appeared and stated that they would be opposed to a road going <br />into the area which would run from County Road D all the way to LaBore Road. <br />They both stated that such a road would be very close to their existing home <br />and garage. <br />Dennis Forsberg was present at the meeting and stated that the city is <br />looking at developing a "Street Grid System" for the whole area. Mr. Carley <br />is supposedly working on this. <br />Motion to table any action on this subject until such time as the city has <br />arrived at a Street Grid System for the area was made by Eugene DeLonais. <br />Seconded by Thomas Ducharme. <br />Motion carried 7 -0 <br />GREENWOOD PROPOSAL Mr. Bob Miller, REM, Inc. (developer of the property for <br />Greenwood) presented a plan for a structure which they are proposing to build <br />along Jackson Street, 250' north of Little Canada Road. He stated that <br />a berm would be formed along Jackson Street in front of the building. The <br />project will cost approximately $1 million and is not a non - profit orgination, <br />so it would add to the tax base of Little Canada. <br />The drainage of the area would follow the natural drainage now on the <br />property. They do not have soil boring tests as yet. <br />Mr. Norm Bollinger (Greenwood) was also present and stated that the <br />one building that they want to build would house 48 clients. Most of the <br />residents would have to be transported by private transportation. This <br />plan is different from the one they proposed to build on Minnesota St., <br />in that this plan does not call for a second building which would house <br />ambulatory residents. All the residents are over 18 years of age and all <br />go out to workshops, etc, during the day. The facility would constantly <br />by staffed (including 3 or 4 staff people during the night) and thety would <br />be approximately 50 people employed at the home. <br />The property is approximately 3.2 acres. The proposed building would <br />have an exterior of decorative block. <br />The Planning Commission members asked Mr. Miller if he had been successful <br />in talking with the neighbors in the area about this project, as they had <br />suggested he do. He stated that he had tried to contact one of the neighbors <br />
