NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 1 July 1981 <br />RE: Hoggsbreath Disco - C.U.P., Off -Site Parking <br />FILE NO: 758.09 (81 .23) <br />BACKGROUND <br />Due to parking problems experienced at the Hoggsbreath Disco, the owner -Mr. Tom <br />Duray, has proposed an off -site parking lot to be located on the north side of Demont <br />Avenue just east of the 7 -11 Store on the corner of Demont and Rice Street. The property <br />in question is currently undeveloped and zoned "B -3 ", General Commercial . Surround- <br />ing land uses and zoning are shown on Exhibit A, attached. <br />ISSUES AND ANALYSIS <br />Section 903.060 J . of the Little Canada Zoning Ordinance requires a conditional use permit <br />for off -site parking in any zoning district. While review of the Ordinance requirements <br />and proposed site plan indicates that the off -site parking lot is basically consistent with <br />City standards, certain items should be discussed: <br />1. The site plan conforms to all requirements of Section 903.050, including setbacks and <br />dimensional requirements. The plan also conforms to the provision which requires <br />that such use not be located more than 300 feet from the main entrance of the principal <br />use being served. <br />2. The plan includes use of a driveway being proposed for the Flameburger Restaurant. <br />As you are aware, the Flameburger request involved a variance for the driveway on <br />Demont Avenue. Our recommendation regarding that variance was for the City to <br />approve the variance with a condition that the property adjoining it on the west <br />side should be allowed joint use if the owner so desired. From a planning and <br />design perspective, the layout appears to serve both properties quite well.
